Principle Accountabilities
1. Contributes with other top management members in formulating the overall business strategies, develops and manages the long-term functional strategies for the refinery.
2. Leads and manage the Refinery Reinstatement Project to be completed within budget and time constraints.
4. Directs all functional managers in all technical areas of refinery including raw material supplies, consumable, tools to meet established performance levels.
5. Achieves daily, weekly, monthly and annual production plans – right quality, right price, and right delivery and support.
6. Supports Sales and Marketing with proper and effective coordination among all elements of marketing, including market research, direct sales, customer order management and pricing strategy.
7. Develops and implement in liaison with Finance Department all capital investment plans.
8. Support Procurement in purchase and negotiations of high value items in accordance to procurement policies and procedures.
9. Develops a continuous improvement culture in the refinery; to develop and implement best practice initiatives driving better efficiencies and quality whilst lowering costs.
10. Contributes in the implementation of paperless offices, automated flow of work, to ensure proper implementation of a sound fully integrated Management Information System linking all company’s functions.
11. Assesses, improves skills, competencies, motivation, teamwork amongst workforce to achieve greater empowerment of refinery managers, staff and technicians. Encourages creativity, innovation, customer orientation, integrity and self-confidence. Ensure fair and equitable administration of collective agreements to promote good subordinate relations.
12. Liaise with Human Resource Department in various HR activities including manpower/ succession planning, job evaluation, remuneration, recruitment management, performance evaluations, and Saudization, steadily and carefully increases their percentage.
13. Improves the standards of housekeeping, health, safety and environmental performance in the refinery.
14. Supports Administration for the interface with governmental bodies, banks, SIDF, etc.
Required Knowledge, Qualifications and Experience
The position requires a fully competent Refinery Manager with proven track record in total management of mid-size to large Solvent Refinery Organization(s). Managerial competencies of strong leadership, influencing power, practical creativity, teamwork, self-confidence, power of sight, customer orientation, development of others and learning from experience are required. Professional skills include expertise in Refinery Operations, with working knowledge of Finance, Procurement, IT, Sales and Marketing, Strategy, and Human Resource Management.
A graduate in Chemical Engineering (15 – 20 years of experience) with at least 5 - 7 years of industrial experience in a similar senior position. Master in Business Administration is preferred.
Multinational experience is preferred.

Jobholder has a critical role in directing, managing, motivating staff throughout the refinery and for setting a strong lead in developing the climate and culture which will facilitate the company achieving business targets. He must also sustain effective working relationship at a senior level with VPs, President/ MD, Customers, Suppliers, etc.
Framework, boundaries, Challenges, problems and decision-making responsibility
Jobholder has significant autonomy in running the refinery based on an available detailed authority and responsibility matrix. RM reports regularly on results and other issues to VP Operations, whilst he also has dotted lines to President/MD. He is fully responsible in front of VP Operations on performance reporting and any other related company matters.
